Instructions:
Prepare the mashed potatoes:
- In a large pot, place the potatoes and garlic cloves. Cover with cold water and add a pinch of salt.
- Bring to a boil and cook until the potatoes are tender when pierced with a fork (about 15-20 minutes).
- Drain the potatoes and garlic, then mash together with butter, milk, salt, and pepper until smooth and creamy. Set aside.
Prepare the filling:
- Heat olive oil or butter in a large skillet over medium heat. Add the chopped onion and sauté for 5 minutes until softened.
- Add the minced garlic and diced carrots. Cook for another 5 minutes until the carrots start to soften.
- Add the ground lamb (or beef) and cook until browned, breaking it apart with a spoon.
- Stir in tomato paste, Worcestershire sauce, thyme, rosemary, salt, and pepper.
- Pour in the broth and bring to a simmer. Cook for 10-15 minutes, until the mixture thickens slightly.
- Stir in frozen peas and cook for an additional 5 minutes. Adjust seasoning to taste.
Assemble the Shepherd’s Pie:
- Preheat your oven to 400°F (200°C).
- Spread the meat and vegetable filling evenly in the bottom of a baking dish.
- Spoon the mashed potatoes on top, spreading them out with a spatula to cover the entire surface.
- Use a fork to create a textured surface on top of the mashed potatoes (this helps them crisp up in the oven).
Bake and serve:
- Bake in the oven for 20 minutes, or until the top is golden and slightly crispy.
- Optionally, place the dish under the broiler for 2-3 minutes to get a more golden and crispy top.
- Sprinkle with chopped fresh parsley before serving.
